The monument was designed by sculptor Ļevs Bukovskis and architect Georgs Baumanis. It is located in the greenery in front of the main building of the University of Latvia on Raiņa Boulevard.
Mstislav Keldysh was a Riga-born Soviet scientist in the field of mathematics and mechanics, academician of the USSR Academy of Sciences and President of the USSR Academy of Sciences (1961–1975). Keldysh's main efforts were devoted to jet propulsion and rockets including supersonic gas dynamics, heat and mass exchange, heat shielding etc. He was one of the key figures behind the Soviet space program.
