A more significant role is allocated to the cooperation between the municipality and the private sector to ensure a higher quality of public services and the development of infrastructure. The cooperation between the public and the private sector can make the implementation of significant long-term projects possible.
On the 1st October 2008 new legislative basis took effect in the Republic of Latvia, which facilitates the possibilities for implementing PPP(Private Public Partnership)projects. A number of amendments to the related legal acts have been introduced.
The implementation of PPP projects within the municipality of Riga is regulated by internal regulations No.3 of the Riga City Council, adopted on the 6th July 2010 “The Procedure for Examining and Implementing Projects in the Municipality of Riga”, Section VII Preparation, Examination and Approval of PPP Projects.
