Government approves favourable conditions for construction investors and contractors

The Latvian government has just confirmed a new Construction Bill which will improve the Latvian construction environment and make the activities of both foreign and local investors significantly easier.

In order to improve the business environment and increase the attractiveness of Latvia to both local and foreign investors, consideration was made of the evaluation of several building procedures given by the World Bank’s “Doing Business” project. For example, in order to get the go-ahead for the construction of a medium-sized warehouse and its connection to communication networks, the existing 187 days and 25 procedures will now be reduced to 69 days and six procedures, as it is in countries like Denmark.

The bill also foresees that in future, it will be necessary to apply for just one permit from the building authority – a construction permit. The building authority will be obliged to issue this document within a ten-day period. In this way, any prospective constructor will be able to receive a clear answer within ten working days as to whether they will be able to go ahead with their intended project.

The bill will also bring other new conditions which will significantly ease the building process and increase its transparency, as well as stimulate development of the construction market, and with it, the entire Latvian economy.

For the bill to come into force, it remains only for the Latvian parliament – the Saeima – to accept it.
