Applicants for a temporary residence permit (including EU Blue Card) located outside of Latvia will be required to submit the necessary documentation at an embassy or consulate of the Republic of Latvia abroad, whereas applicants who have legally entered Latvia can send the documents via post to the Office of Citizenship and Migration Affairs.
Standard processing time of applications for temporary residence permit is 30 calendar days whereas applications for an EU Blue Card are reviewed within 10 business days – detailed information is available here.
