Register the vacancy

Register the job vacancy on the CV and job vacancy portal of the State Employment Agency under Register a vacancy (Reģistrēt vakanci) (use the Translate to English option). This is a necessary formality before you make an invitation/request for a future employee from the third country. Make sure that the vacancy is active for not less than 10 working days before the invitation/request can be made – this is a mandatory precondition before employing a third-country national.

The job vacancy announcement must contain:
 

  • A profession code from the Classification of Occupations approved by the Regulations of the Cabinet No. 264 (exactly the same profession code will have to be used in the employment contract with a future employee at a later stage);
  • The salary amount;
  • For certain job positions: a requirement about a higher education or at least 3 years of experience working in a similar position.

 

Exception: there is no requirement to register a job vacancy on the State Employment Agency portal if a high-qualified employee is invited for work and this employee will request the European Union Blue Card.

Salaries

At present, a pre-tax salary for the third-country national should be at least the average pre-tax salary in Latvia (once a year, on April 1, this sum is reviewed by the Cabinet of Ministers). Historical average salaries and the current average salary can be found on the official statistics database here. However, the employer is free to set a higher salary – both in the job advertisement and in the employment contract.

As for highly-qualified employees requesting the Blue Card, their salary should amount to at least the average pre-tax salary multiplied by EUR 1.5 (or average pre-tax salary multiplied by EUR 1.2 if the Blue Card is requested by a foreigner who will be employed in a specialty (profession) which has been included by the Cabinet of Ministers in the list of specialties (professions) in which significant labour shortages are expected).
