Make the invitation/request for the future employee (third-country national)

If you would like to employ a third-country national in the short-term, you should submit an invitation to the Office of Citizenship and Migration Affairs (OCMA), but in the case of long-term employment submit a request to the Office of Citizenship and Migration Affairs.

You should submit the documents for approval of the invitation or request (including: the draft of the employment contract, the employee’s education documents (authenticated with an Apostille if issued in a foreign country which has joined the October 5, 1961 Hague Convention Abolishing the Requirement of Legalisation for Foreign Documents or properly legalised by relevant authorities if issued in a foreign country which has not joined the mentioned convention) or the documents confirming that the employee has at least 3 years of official work experience in a similar position. Documents for invitation or request should be submitted electronically to the Office of Citizenship and Migration Affairs via email (signed with a eSignature) or Latvija.lv.

You will also have to pay a state fee for the review of the invitation/request - EUR 69. The invitation/request will normally be approved within 5 business days. However, if the company is a member of the enhanced cooperation programme of the State Revenue Service, it should be specified in the application, and the invitation/request will be approved within 2 business days. Once the invitation/request has been approved, the future employee can proceed with the application for a long-term D visa for work or a temporary residence permit (including EU Blue Card).
