On 21 May 2025, the Riga City Council issued Binding Regulation No. RD-25-340-sn, “On the Procedure by Which the Riga City Municipality Compensates Expenses for the Construction of Public Infrastructure”. The regulation establishes the procedure under which the Riga City Municipality compensates developers for expenses incurred in the construction of public infrastructure on land that is already in municipal ownership (within the red lines of streets, including lighting and/or rainwater drainage systems) and that will be publicly accessible free of charge and without restrictions.
As of 1 January 2026, the Riga City Municipality may grant compensation for the construction of public infrastructure in the amount of 80% of the construction costs of public infrastructure elements, not exceeding EUR 1,000,000 (excluding value added tax) and not exceeding the determined market price, in accordance with the market price calculation procedure set out in Annex 1 to the Binding Regulation, provided that the developer, the construction plan, and the public infrastructure construction meet the following criteria:
