The Riga City Municipality applies an infrastructure fee for new construction and reconstruction projects in Riga. The fee is administered by the City Development Department in accordance with Binding Regulation No. RD-24-267-sn of 15 May 2024.

The infrastructure fee applies to natural and legal persons implementing construction projects in Riga that involve*:

  • Construction of new buildings,
  • Placement of structures,
  • Reconstruction of existing buildings.

* All the above, including temporary structures.

The total Infrastructure fee is paid in two stages:

First Payment – 80% of the total fee, payable before construction works commence.
Second Payment – 20%, calculated after the building is commissioned, based on the actual construction volume.

The infrastructure fee is allocated to the Riga City Infrastructure Fund and is used to finance municipal engineering and social infrastructure projects. 50% reduced fee applies to temporary-use structures, timber frame buildings, private individuals building a new residential dwelling (with classification codes 1110 or 1121).

Full exemption applies to reconstruction of buildings officially classified as environmentally degrading structures.

Infrastructure Fee Discounts

Developers may reduce the fee if they construct certain public infrastructure:

  • Discount A – Construction or reconstruction of a city street (carriageway and sidewalk) outside the developer’s land plot, if required by technical regulations and accepted into operation.
  • Discount B – Construction or reconstruction of a city main stormwater collector required by technical regulations and accepted into operation.
